Members, there has been issues in the past with respect to post tech inspection. Below I have copied specific rules that are defined by PKRA. I have also listed two sections in the IKF rulebook that all members should read, review and understand. It is the responsibility of all club members to read and understand the rules. I would also like to point out, because there always seems to be confusion or a misunderstanding. One representative from each entry is eligible to remain with the kart in the compound area. Once the kart has entered the impound area, your representative will not be able to change. This representative is expected to have sufficient experience in the tools to disassemble the engine at the request of the tech inspector. A competitor shall not be invited in to argue his cause it shall be the competitor's prerogative to file a protest after the tech inspector has made a decision. In the past, we have dealt with competitors and allowed them to argue their side. Each competitor is allowed a second test to be performed to determine legality. Whether it be by the competitor or the tech inspector we realize that it can be made, those issues will be addressed at the appropriate time. As members we should treat the technical inspection and impound area with the utmost respect and dignity. Flagrant outbursts and long-lasting arguments will not be tolerated at this point. I sincerely appreciate your help in this matter.

300.5 Duties of Members
PKRA is a voluntary organization. Each member is responsible for knowing the policies of PKRA, as defined in this publication and the technical specifications defined in the PKRA website, and/or in the Official Rule Book found with the Technical Director at race events.

500.4 #11
11. If a kart is disqualified during Post Technical Inspection, the driver of the kart will not receive any points for the event and this event cannot be used as a mandatory dropped race (see mandatory dropped race above). The points for all other drivers will be based on all karts that entered the race, including the disqualified karts.

500.29 Post Technical Inspection
All classes are subject to post race technical inspections. A minimum of the top three karts in each class will be subjected to technical inspection. The fourth place Kart is required to stay in the Tech holding area. All other drivers and karts are excused. No further karts will be called back for Tech. Refusal and/or failure to present a kart for technical inspection will be considered the same as being found not legal, all points for that day will be lost, and this may be considered a flagrant violation, stipulating the race may not be dropped in order to receive work or championship points. If a driver refuses to present a kart for technical inspection a second time, the driver may be suspended. The tech procedure to be carried out on the class will be by random drawing, and will range from no tech to full teardown to the cases of the motor.

I just want to voice my opinion that PKRA not allowing a competitor to change out the representation for a kart places an extra hardship on the membership to become 100% knowledgable of all the possible scenarios and technical specifics of their karts and engines. I'm not saying that people shouldn't be familiar with the core basics of the rules, but I'm certain that many people who are at PKRA racing for fun don't care to memorize and know every subtle nuance about the Yamaha KT-100, Rotax125, KPV100, etc, etc. This is why it is nice for our membership to be afforded the opportunity to represent themselves up to the point where the threshold of their comfort or knowledge has been reached. At which point they could then ask a representative from their chosen kart shop, or a more knowledgable friend to then sub in for them and complete the representation throughout the inspection process.

I do agree however that arguments, and or loud outbursts in that area should not be tolerated.

Furthermore, the tech inspections should be done more privately, with some separation between competitors as it is done at other events I have attended. Inspecting in private minimizes the risk for interaction between competitors, thus minimizing any flare ups.

It is my experience that even at other events where only one representative per kart was allowed into the tech area, there was always a provision (possibly unwritten) to allow the exchange of that representation, or an additional invited advisor to enter the area with permission from the tech inspector.

Funny how you never see or hear outbursts at national level events like Gatorz, Pro-Tour, Supernats, IKF, ect in tech. And I have been in there when people get DQ'd. Most do the same sigh a little drop their head and walk away. Wonder what those tech guys would do to a competitor for an outburst. I do like Cliff's suggestion of changing out if the person knowledge cap has been reached. However I do see how this can cause an undue burden on the inspectors. But at the same time I'm a "rules are rules" guy,so for me it boils down to how important was the finished I just had. If the first few club races in a season then I will probably do myself. If the last few races and theirs a championship on the line then I would probably grab my engine builder to go in for me.

I also find it ironic that no bumping, pushing, or "rough" driving is allowed at club races but in turn we see it in tech. Where national events are opposite. Maybe that's just drivers taking their frustrations out on the track because they can't do it in tech.

And just because I'm a "rules are rules" guy (by the way all that means is I just try to follow what the CURRENT rules are) The club is continually evolving and I'm sure the rules with. But the time to discuss or amend the rules is not in tech.

The lesson here is send the right person to tech to represent your team. I see wives and youths in their all the time, its no place for them unless they can tear down the engine!
